高校基层党组织是中国特色社会主义教育事业的重要支柱,在贯彻党的教育方针、落实党的决策部署以及弘扬社会主义核心价值观等方面发挥着重要作用。党的十八大以来,习近平总书记多次强调党建质量的重要性,党对高校的领导是推动教育事业健康发展的根本保证。研究采用循证政策分析框架,对2012—2024年间中共中央、国务院及教育部等部委颁布的18项高校党建专项政策文本进行纵向解构。运用NVivo12软件进行多轮编码:通过开放式编码析出132个概念节点,主轴式编码聚类形成26个范畴,选择性编码提炼核心维度,构建高校基层党建“五维协同”复合评价模型,其指标体系涵盖组织建设(21.5%)、思想引领(18%)、教育融合(20%)、党委领导(20.5%)和服务保障(20%) 5个核心维度,权重分配经德尔菲法专家打分确定。模型下设17项二级指标及40个三级观测点,通过政策要素与实践需求的动态匹配,形成“制度文本—基层执行”双轨耦合评估模型,为新时代高校基层党建质量提升提供结构化评估工具。
Abstract:Grassroots Party organizations in higher education institutions serve as critical pillars for advancing socialist education with Chinese characteristics, playing a vital role in implementing the Party's educational policies, executing strategic decisions, and promoting socialist core values. Since the 18 th National Congress of the Communist Party of China, General Secretary Xi Jinping has emphasized the importance of enhancing Party-building quality, underscoring that the Party's leadership over higher education institutions is fundamental to ensuring the healthy development of educational endeavors. This study employs an evidence-based policy analysis framework to longitudinally deconstruct 18 specialized Party-building policy documents issued by the Central Committee of the Communist Party of China, the State Council, and the Ministry of Education from 2012 to 2024. Utilizing NVivo 12 software, a multiphase coding process was conducted: open coding extracted 132 conceptual nodes, axial coding clustered these into 26 categories, and selective coding refined core dimensions. A "five-dimensional synergy" composite evaluation model for grassroots Party building was constructed, comprising five core dimensions-organizational development(21.5%), ideological guidance(18%), educational integration(20%), Party committee leadership(20.5%), and service support(20%) with weights determined by the Delphi expert scoring method. The model incorporates 17 secondary indicators and 40 tertiary observation points, establishing a "dual-track coupling" evaluation framework that dynamically aligns policy texts with grassroots implementation. This structured assessment tool provides actionable insights for improving the quality of grassroots Party building in higher education institutions in the new era.
